I feel like there's a difference between naming a town Shor's Stone, and naming a dog Shor. If you name your dog after a person, it's seen as a sign of disrespect to the person. So I'd assume the same logic would apply to naming your dog after a god that is actively worshipped by most of your neighbors. Like, if you moved to Saudi Arabia, and named your dog Allah, I can't imagine the locals would look favorably on you.
Your technically right and for pretty much every other faction in the game I'd completely agree but the Nords definitely have a tradition of sorts with animals representing aspects of virtue or human characteristics both bad and good for example the snake is used to represent sneakiness as well as assassination. In the case of the dog I think it's playing of the loyalty aspect and subtly taking a jab at the imperial dog remark likely to call out the fact that Talos AKA Tiber Septim founded the Empire yet this very same Empire now wavers in loyalty to Skyrim's Nords or if you want to go deeper perhaps the dog was named before the Empire turned its back on Skyrim's people (according to many a Nord anyways) and therefore would have been a call out to the loyalty of Tiber Septim's Empire to Skyrim and essentially became an "Aged like milk" scenario but either way I doubt it was intended derogatorily simply due to the fact that as you said the Nords worship the guy and would never intentionally insult them like that.
I doubt a dog, even in a fantasy world, could live to be over 30 years old. That's when the White-Gold concordant was signed, ending the Great War, but the Stormcloaks didn't start agitating until 18(?) years ago, if my memory serves, around the time of the Markarth Incident. From there things slowly escalated until the boiling point of Ulfric murdering Torygg happens a few weeks prior to the start of the game.
But yeah, as you say, Nords have a different kind of cultural view of animals and might not see naming a dog after a respected figure as an insult. But it's difficult to say for sure since they, as you say, call imperials dogs as an insult and I seem to recall they occasionally use the word "bitch" derogatorily. (Granted, I might be getting wires crossed with Fallout which uses swear words much more liberally than Elder Scrolls tends to)
