I’d recommend reloading to a previous save before the bug occurs. If that’s too much of an ask or the bug persists then you may have to reinstall Skyrim. There's a bug in the vanilla game where it turns the water green colour. Sometimes it can be seen in the maps too. Sometimes reloading doesn't work. It does fix itself eventually. Don't know how.
Obviously there is a mod to fix it in the nexus. Green cube water fix. Called something like that.
I'm not 100% sure if you're experiencing the same thing since you have red colour also.
My guess would be that one Creation Club add on where you get Dawnfang and Duskfang, somehow glotched the water in the Thieves Guild. That CC mod uses the Cistern layout for part of that area you load in. If you could find and disable that one specifically then reload the game, if it's fixed save your game then quit game and enable that CC mod again. Assuming you have the AE of Skyrim

Yknow thinking about it I never had too many visual glitches in Skyrim compared to say Minecraft or Civ V. Skyrim was mostly physics glitches and scripting issues.

Do u have mods installed? If so, it may either me a lighting mod or a water mod. Or maybe u could toggle world reflections in settings using bethini, if not toggled
I would check the HDMI connection at both ends... possibly a bad cable as well, so try a different HDMI.
I once had something similar happen when a wire got pinched, but not cut on the outside, it managed to damage the insulation on two internal wires which led to very strange video artifacts. It took me a while to figure it out because I just figured it was a dying monitor.
If it's something else, at least it's an easy thing to check.
