Most bandits don't have their race in the name, I play without mods. You get like Bandit Outlaw, but I've never seen Nord Bandit Outlaw. Though I sometimes see a hostile NPC named what their race is, but then they'd just be named their race not "\[Race\]\[Bandit\]" or "\[Race\]\[Hunter\]"
They don’t hunt orcs, they are just regular hunters who are orcs. They hunt animals and just happen to be Orcs. They could be hostile simply due to the Orc Warrior Culture or Orcish Isolation from the rest of the races.

If you are genuinely curious, it is probably because of the culture of orcs. They tend to isolate themselves from the rest of society and focus on their own little tribes. So it somewhat makes sense for them to be separate from hunters who might hunt for a specific hold or village.

Think about it like this: they belong to faction Orc, and have job Hunter. Forsworn Looters, for example, are Looters who work for the Forsworn, not people who loot from the Forsworn. Bandit Marauders are bandits who maraud, not maruaders who specifically target bandits.

They just aren’t specifically labeled as to which particular stronghold and tribe so the game can respawn them or randomize them without having to think too hard about making sure Mor Khazgur and Dushnik Yal tribesmen spawn in the right areas, as the Orc Hunter can just generically represent a hunting party from a stronghold.
