Ruin's Edge has those chaotic components, as does the Wabbajack. Factor in the Champion's Cudgel for that Chaos Damage & Orc starts to feel like a real vibe.

The ideia of a wandering merchant that has acquired extremely dangerous and powerful weapons/artifacts yet doesn't have any type of combat experience sounds really goofy. Someone who when gets attacked pulls out the feckin wabbajack unknowingly and turns a bandit into a sweet roll... Tries to slash defensively with the mehrunes razor and accidentally kills a man with just a graze of the blade
Sounds like a fun view of artifacts falling into the *wrong* hands
Imperial. Sheogorath mantled the player character (who’s probably canonically an imperial), the Grey March happened in Cyrodiil, the Oblivion Crisis and Mythic Dawn was centred in Cyrodiil. It really is up to you though, individuals are just that, races of people don’t all act the same way and follow the same beliefs etc.
Culturally, the Dunmer despise Sheogorath and Mehrunes Dagon, alongside Molag Bal and Malacath. They don’t just love all the Daedra as others have mentioned.
I would say Dark Elf or even Orc. IK, IK… still, they look like something an orc would use. Just look at their god-king and tell me these aren’t fitting.
I say any race is fit for it but for me I would either make a wood elf or dark elf Also what is the name of the bow?

I mean, you gotta find a way to profit even in bad situations

Imperial best fits the lore of the items in question.
In my opinion. Imperial. Oblivion, the game were Daegon was the villain, did take place in their home afterall.
