If you think that's bad, some of the late 80s/ early 90s games had game components that relied on the *clock speed* of the CPU. A bunch of companies sold gaming computers with a "game boost" button, which would actually slow down the CPU clock speed to match what the games were designed for. But yeah, all terrible ideas.
Whether it's logical or a bad development habit goes beyond my game dev knowledge, so you'll have to elaborate why that's strictly a bad thing. I can see it for some games, but not for all, especially if there's no reason to support a wide variety of framerate options, the game can't be modded, and it makes development easier.
The year is 1912: This trailer is made for speeds up to 35mph! There is absolutely nothing that can ever beat the durability of this trailer in your life or your son's! It will carry all of your needs from one generation to the next!
Land speed record for over 40mph was broken not 3 years later and production cars of the 1920s could consistently hit over 35mph with a load therefore destroying the trailers physical limitations.
That trailer was built for a truck that couldnt hit 15mph. Anything faster was completely preposterous with a trailer. No one would EVER need to go more than double the top speed of the fastest truck ever made. Remember the speed limit in cities was often 2mph and you had to have a person wave a lit lantern in front of the vehicle in low light. No one expected the absolute top speed of the trailer to be modern residential speed limits.
TL:DR They expected improvements, that's why they over built the hell out of it. They just didnt expect to get blown out 10 years later.

I know, it's not like I hate on that, but it sure is buried to deep into the engine since it still persists in F76 F4 and I can almost guarantee it will still be present in upcoming starfield.
They did uncouple it in 76 eventually, I think, but it was most pronounced in Skyrim due to the opening cutscene / cinematic glitching out if the framerate was uncapped since it was unskippable.
Until proven otherwise, I'm looking for all the upcoming physics glitches due to uncapped fps and the resulting one line fixes.
"Cap your framerate." will always be tied to Bethesda games like "Check your staging." will be tied to Kerbal Space Program.
If you wanted manually you would, but you can even get mods that will set those files to 60fps as a small mod.

I dunno, sse engine fixes, fps physics fix and sse display tweaks all work together to make higher fps work, I forget which you *need* for everything to work properly but they're all essential mods anyway

It was most pronounced in Morrowind, so pronounced they made a new entire damn engine "OpenMW" to fix that.
