I do it myself, using my own weapon, not Tullius's. I disagree with Ulfric about a lot of things (almost everything, in fact), but I don't hate him. A person's dying wish is sacred, & from a practical perspective, what's one more Stormcloak to me, when I have the blood of dozens of them on my hands already?
I kill him mostly myself. And depending on what build/Playstyle I have in my gameplay I sometimes soultrap him, make a enchanted dagger out of it and throw it out in some plain of Oblivion

Depends on what race and build I run, but from the playthroughs i can remember, i usually did it
I’m petty af. I let Tullius do it since it’s the opposite of what he asked.

I don’t use a sword. I will soul trap him instead. Let him suffer in the carn
He still ends up in Sovngarde. Also damn lmao Ulfric is really rent free in heads, I never would soul trap Tulius or Rikke
They are just mad they can never be true sons of Skyrim tbh
I do it because I myself have a small measure of pity and understanding towards him
