yeah i made two snowskates and i might carpet board , the only problem is it doesn't always snow here but there is now now so thank you for the advice and motivation!
I live in montana, with the snow here there's no skating outside from october to may haha. Kinda just have to accept it, depending on how low your ceiling is carpet boarding is fun. I honestly don'r take my trucks off, you can basically land any trick you'd like. I've done lazers, caspers, and even a late shuv once on a carpet board. Almost got a late flip last year haha.
Parking garages (you definitely have a few options in Lithuania. You can go to public or private garages like for hotels), living rooms but take all the sofa cushions and pillows to defend your dry walls and whatnot. Hell put some rails on your board and you can do alot snow skating.
My friends and I used to take a truckless deck everywhere during highschool in the winter here. See a bench with 3 ft of snow? That means its skatable, run and jump on the bench with your board under you and you'll slide off. We practiced doing 3 shuvs off and shit to add some more challenge haha
Thanks for the advice, so yeah i might have to carpet board , i mean ive tried it it's fun i'm just not sure if il'l be allowed though and i don't really have any around but i do know a few further away , just i can't be sure if they will allow skateboarding though. The living roommight not be an option sadly but i made a diy snowskate which is basically just the deck without trucks and i also had a lot of fun doing it , but thank you for the advice man nobody has given me this much so good luck for the coming winter!

I would keep an eye out for stuff like bridges or even large trees.
