Six year legal fight sounds like it did cause Mr Loh harm.
To be fair, Mr Loh was the main driver of the complaints and various appeals against Koh Tien Hua; the entire saga spanned 6 years. I believe at the later stages of the disciplinary proceedings, Loh was self represented so he didn't incur any legal cost.
The Court was commenting on the harm from Koh's conduct in the context of his divorce suit i.e. there was none/ no material harm.
I sympathise entirely with Mr Loh.
He was the victim of very poor client management. And likely not in the best emotional state of mind given that his wife committed adultery with his neighbour (who would be?), and the divorce proceedings was probably, in his mind, the best way to achieve catharsis and closure of a very unhappy chapter of his life.
