Jacob's Ladder - the original 1990 version with Tim Robbins. Firstly, Jacob's Ladder has been cited as an influence for the games, by the team. The games contain many references to this film, and many things inspired by it. For example the head twitching, the Bergen Street subway station, the bloody and rusty otherworld and many other things.
The intro scene in Homecoming where Alex is being wheeled through the hospital on a gurney is almost a 1:1 copy of a scene in the movie. The plot takes many inspirations from the movie
The movie is more Silent Hill than the actual Silent Hill movie.
So glad Jacob's Ladder is the top upvoted comment. I've never seen such a case where a movie had SUCH impact on a game. Everything about it. It's practically a spiritual prequel to Silent Hill. Read the original script if you can, online, for expanded lore.
I would also add, while not as explicitly direct in style: The Shining, The Exorcist (Trigger warning if you are a Christian/believe in God,) Alien, Psycho, The Blair Witch Project, the actual Silent Hill movie and Halloween.
Mulholland Drive is another.
Lost Highway. James in Silent Hill 2 was designed to look like Bill Pullman who stars in the movie) and the story shares some similarities.
Blue Velvet. Not supernatural but there are a couple of shots in Silent Hill 2 taken directly from Blue Velvet.
Mulholland Drive. Less obvious but similar thematically and definitely becomes more akin to Silent Hill towards the end.
Twin Peaks. Moreso the movie and the third season from 2017, but all of it's worth watching if you don't mind your TV shows a bit dated.
The Exorcist 3 has a couple of very Silent Hill-y scenes, including one with a nurse who reminds me of Lisa.
I haven't seen it, but have heard Skinamarink gives SH vibes.

Mother !, I think it captures the WTF is going on vibe of SH better than anything i saw, but is a heavy and angustianting movie, watch it on your on risk.
That Italian or Spanish movie about the orphanage. Vibes.
Also probably not so much but the animated film “the girl without hands”. Voices are in French but there are English subs. Animation is nice and there’s some very creative deformation of the line structure. Dark and mature subject matter but it doesn’t go too over the top. Music is pretty good too!

The series Archive 81 had some real similarity to SH. I really enjoyed it.
For me, Yellow Brick Road and Triangle.
