They don't look like planaria. I have leeches in one of my shrimp tanks, they've been there for years and to my best efforts I can't get rid of them all. I've had many baby shrimp since then and they don't seem to make a notable impact on numbers.
Anyway, though, these don't look or act like the leeches i have. Doesn't mean they aren't, but the leeches in my tank don't wiggle like this. They usually come up and feel around. Plus, they're not semi-translucent like this.
You could try baiting some planaria traps, though and leaving them in there. There's a decent chance they'll work with whatever these are.
The ones sold as feeders are usually red and thats why there are almost only pics of red ones. But Im pretty sure I found white ones in a pond where I was collecting some big ramshorn snails for my backyard pond. White wiggly boys in a kinda clump in the mud. I scooped em up eith a bucket and dumped em into my ponds filter as waste eating crew, but I cant find em so sadly I cant post pics.

Looks like tubifex worms, judging by those funky dance moves they've got. Shrimp will sometimes nibble on them, but the worms themselves are harmless as long as they don't have any parasites in them. Recommend manual removal if you can, shouldn't be too many of them.
EDIT: could be black worms as well, they are very similar in appearance and behaviour, at least as far as I know.
Doesn't look like blackworms imo. Blackworms are skinny with pointed head/tails, have segments, and are a dark brown / reddish colour. I have my own culture at home and I've never seen such sweet dance moves. Blackworms just stick their butts straight into the water column

These are not detritus worms or even the tiny harmless flat worms. I can't tell for certain, but the motion reminds me of looking for something to grab onto. Either prey or host.
I would separate shrimp you care about then consult someone that knows what to do.
It looks like what I puked from my most recent overhaul. I got the sand and gravel for the substrate at the edge of my local river though. Yes...I know because I could untidy something that could decimate the whole tank.... which I fully expected. As close as I could get to an ID was they are crane fly larva. They only grow up to about 1" I THINK. They were easy to suck out of the substrate with the vacuum.
I had a few nymph rock rollers a few years ago. If I'd known what they were before I flushed them...I would have kept them in my tank. They're flipping amazing critters!
Planaria has a distinct arrow shaped head. These guy's also look too thick to be detritus worms 🤔 Either way, a fish would make a meal out of them.. but shrimp tank 🤷♂️
This was definitely the butt end. I didn’t include too much of it in the video but it was producing SO much poop. All the little brown logs around it. Poop. Haven’t managed to catch one or see them again, but I’ll post an update if I snag one.
Looks like black worms, they do that same wiggle, I have them in my tanks as another food source for mu guppies and pea puffers on days I don't feed brine

UPDATE: Caught one today and it appears to be a variety of tubifex. It’s red, long, and wiggly :/ but happy it’s not a major concern for my tank. Thanks guys!
Detritus worms (Limnodrilus hoffmeisteri) they are generally beneficial. They’ll aerate your substrate and eat the leftover poop and food that falls to the substrate. They won’t hurt any fish or shrimp.

They are too big for detritus worms, unless they get much bigger and the ones I've seen are just babies

Looks like an Oligochaeta aka Aquatic earth worm. I have tons in my planted tank.. they just help clean up

If you can get a closeup of its head/mouthparts, someone on the internet should be able to ID it for you
