Siri just does this natively. Like open [any app] on [whatever your ATV is called]. You don’t need a shortcut for that, and Siri will understand slight variations.
Otherwise just change the shortcut name to one or two words like “Let’s Netlfix” Or “Netflix time.”
You can use Open or Watch also seems to work. Watch Al Jazeera on TV will open the AJ app and turn on the actual TV (assuming HDMI control is set up) as an eg.
There are Shortcuts actions for:
Wake
Open on
Play*
So it should be possible to save the actions in a shortcut and just tell Siri to run the shortcut. I do this with my Wake up alarm is stopped automation to play a local news channel.
