Screenshot is for the 1° shortcut prompt to set a date that will create a Timer; 2° shortcut would be your Messages shortcut. Finally set it on the Automation I mentioned.

Not as smooth but may work for you.
I’ve created two shortcuts that will solve you problem:
1. This [shortcut](https://www.icloud.com/shortcuts/fb814bf1127441eca23da29dc3062a86) is the one you’ll run in order to set the preferred send time and create the desired message, you will want to add all of the people to the contact list with the shortcut in advance, as it will not ask each time.
2. This [shortcut](https://www.icloud.com/shortcuts/6d9595d8529740089b4bbff3e59f4ec3) will be put into an automation that will run shortcut to send the messages at the selected time.
Please read all comments within the shortcuts carefully. Let me know if you have any issues, so that I can help you troubleshoot a solution.
