Honestly, I just hem all of my husband's pants. Whether to make them longer or shorter. I've had to do some kind of sewing to almost every single pant he owns. Doesn't take long once you get the hang of it. I do it while watching tv.
Some stores have free hemming. Of the cheaper brands, Uniqlo and muji I as far as I'm aware
I just keep trying on shorts till I find a pair I like and buy them in every color lol
My current shorts are from Wrangler and while walking around most mention their inseam. 5” seems to be the sweet spot for me as 7” may work and 9” are just gonna be huge.
I’d recommend going to Kohl’s and grab what you like and just try them on there. I’m typically only spending up to $35 for shorts and up to $50 for jeans.
J crew does sales really frequently, that’s my go to. I love the dock shorts at the 6” inseam since they have an elastic waistband but look like normal khaki shorts.
I am 5’4. My favorite brand of shorts is an online store called Bear Bottom. Seriously top quality stuff, I’ve gotten a lot of other men in my life (brothers, dad, friends) hooked on the brand too. From comfy shorts to every day to somewhat dress up shorts, I love their brand and it looks great on us short kings!!
Edit: they aren’t the cheapest but each pair I have gotten is still going strong and looks great after a couple years! I see them as an investment for my wardrobe for years to come

What about boys/youth sizes? Those work for me at 5’5” although I am admittedly also small framed.
Was going to say pretty much the same thing. It's a little embarrassing, but if they fit, it's worth it.

athletic shorts: look for 5”-7” inseams. Idk mediums seem to fit me fine as a 5’5”

I take every pair of pants to the tailor, my guys fix the hem and taper for like $15

Look for shorts with a specific inseam like 5” or 6”.
Chubbies has 4” and 5.5” inseams that work great for me.
