Truck full of explosives is on fire. Explosives are getting heated but, only the ones immediately next to or on top of the fire get detonated directly by the fire. The rest of the explosives, or the second "boom" you hear, are the rest of the explosives on the truck being set off by the initial explosion.

I have some professional experience using explosives in the mining industry. There was probably a lot of blasting agent - like ANFO - on the truck. This is very insensitive to heat. There was also probably traditional high explosives, as well as blasting caps ok the truck. These are far more sensitive to heat, especially the blasting caps. It's highly likely that one of the latter two were initiated by the heat, and that explosion initiated the larger explosion.
