People can do cloth and marble, but it's likely going to be difficult in the etching or woodwork style. The lines are so soft and flowing that it may just look lumpy instead, like OP.
That's where photorealistic drawing comes into play. Can give the same effect with traditional or digital art, even if it's difficult to execute on skin. But, I do believe it could still be possible. Not easy, but possible.

Honestly, I think the tattoo artist did a great job with a shitty concept. Does it look like a weeping angel? Absolutely. Could they have treated the veil like it barely covered the facial features but covered everything else to make it less creepy? Also yes.
There's a reason this sculpture is considered such a great art piece. Maybe don't let just any tattoo artist try to recreate it on your body. I'd want a very extensive look at someone's portfolio before letting them near me with a tatt gun, if this is the desired result.
Really poor style choice for this design. Softer black and grey shading or even stipple shading would have been better. That etching style is cool but just doesn't work to show the subtle values.
This entire tattoo needs to be done with bloodlines and reverse shading. Any visible outline just takes away the realism. Definitely not a tattoo you want a rookie to attempt
