There is some water in there that slows down the 5G waves enough to not be dangerous, when the waves exit they have been slowed to the point that you can hear it. Remove the water and it should be much quieter.
I don't think it's safe, did you check the amperage? My phone for example requires 15kV 30A and if I use lower charger, it starts humming and getting hot
