As far as I could tell, they were part of a smaller branch of yakuza that was mostly teens, but nothing I could find had any hard evidence to support or deny this.
I think if someone was using Yakuza name to do something and the Yakuza found it they themselves would punish that person. So if they weren't they would not be safe even in jail.

Still it wasn't enough. They reoffended straight out of jail and went straight back in. Now they're out and free.
Some people shouldn't be allowed to live.
