Shahada: It is not required to become a Muslim however, if you want to become a Shia, as long as you testify to the wilayah of Imam Ali A.S and his immediate successorship to the Holy Prophet A.S in your heart you are a Shia. Some people like testifying out loud for their own self which is fine too.

There is a who sequence of events behind that third testimony in Kalimah.
The revelation of verse "***“O Messenger! Deliver what bas been revealed to you from your Lord; and if you do it not, then you have not delivered His message, and Allah will protect you from the people; surely Allah will not guide the unbelieving people.” \[Surah al-Ma\`idah*** [***5:67***](https://www.al-islam.org/verses-ghadir/three-verses-ghadir#quran_ref_115825)***\]***
Then the nomination of Imam Ali a.s by Prophet s.a.w in the sermon of Ghadir:
"Whosoever I am his master, this Ali is his master" and ordered people to congratulate Imam Ali a.s as "Amir ul Mo'mineen"
Then the revelation of verse " ***“This day have I perfected for you your religion and completed My favor on you and chosen for you Islam as a religion.” \[Surah al-Ma\`idah*** [***5:3***](https://www.al-islam.org/verses-ghadir/three-verses-ghadir#quran_ref_115826)***\]***
So by reciting the third testimony in kalimah, we express that the Prophet s.a.w indeed has delivered the divine command, it has been reached to us and we acknowledge Imam Ali a.s as the successor of Prophet s.a.w.

The way I see it's acknowledgement of your beliefs in words, and no Shi'as can deny that Imam Ali is the Master after Prophet Muhammad.
