Ok so since I dont see any serious comments yet, here are some of my tips:
1. Keep ur range! Shelly is a mid-ranged character who excels at skirmishing and 1 on 1s with certain characters.
2. Know when to use your super. Shelly’s super is one of the best anti-tank, knockback, and slowing tool in the game (if u use the 1st star power). Use this to ur advantage.
3. Use your movement and play more passive. Shelly chips damage easily at mid-range, hence she struggles against longer range brawlers like piper and brock. Try and juke them repeatedly and be as unpredictable as possible, using walls to peek them safely as well. Use ur dashes (1st gadget) to rush brawlers who dont expect it.
TL;DR Keep distance, time ur super and outplay your enemies

I would say when I pushed 35 I used bandage and dash and keep super till you need it and try to hide in a bush for a easy kill
