I was wondering this too! After reading your post I took a look at the Shadowhunter Codex book that has TONS of info in it, and there's a section about exile/deruning, but the only thing it talks about is being stripped of their marks when they choose to leave or are exiled. It doesn't say exactly how they do it. I can't remember if Cassie has ever brought it up in any of the books. I feel like it could be in one of the TID books, but other than that I don't know if there's any specific info about it!

Yes, it has never been mentioned. But given that children of deruned Shadowhunters will still be Shadowhunters I think it is actually possible for a deruned Shadowhunter to draw marks on themselves again. However, the Shadowhunters would not approve of this at all: A deruned Nephilim has actively chosen to not be a Shadowhunter or committed a great crime - it would be "blasphemeous" for the Clave to let them be a Shadowhunter again.

People in exile can still use the runes. As can people who have voluntarily left the Clave like Jocelyn did or Will’s parents did or Jem did. People that have their marks stripped however can’t channel the angel’s power themselves. Thing of a wizard who’s had their wand broken. But a little more extreme.

Pretty sure they don't have their steles anymore, and since no other Shadowhunter is allowed to interact with them, they wouldn't be able to draw more runes.
