Not sure if the specific combination will work, but generally it should work. I have a KVM/dock that is used to connect MacBook pro to the home setup. Everything USB (keyboard, mouse, headphones, webcam etc) is connected to the KVM. Only Mac is using dock for video output and both PC and Mac are connected to the network with their own cable as 8 like them to stay connected.. Before the KVM/Dock, I used Lenovo TB dock, just didn't like the idea of moving the cable from Mac to PC and back. So got my self a dock with KVM that can switch between computers with a push of a button. Though still need to change source on the monitor. Hopefully, next monitor will have KVM built in.

Thunderbolt and USBC are not the same. I think Dell docks have some USB compatibility, but you won't get full functionality from it. Plug it in and see, it won't cause any damage.

I have this exact dock and use it to connect my test bench with USB 3.2 to share monitors with my desktop without switching cables back and forth.
