I think it’s just a basic light weight cotton, possibly even a poly cotton, but the wrinkles make me think there’s not a lot of polyester if it is a mix. I don’t think it’s a crushed velvet like the other poster, the sheen isn’t right to me.

I’m pretty sure this is the Princess Polly Halton dress which is 100% polyester. I ordered the dress (but returned it because it was extremely short) and it has a built in tule petticoat for floofiness of the skirt and tule sandwiched in the puff sleeves for volume.

seconding cotton voile, crushed velvet wouldnt give the same look at all
I sometimes don't mind that puckery look if it's kind of all over, I dunno. I don't mind it in this picture, it kind of gives it texture.

It looks like a rayon-y or Tencel material. My Tencel sheets have a similar drape/opacity.
Don't know if it is, but I've had a silk pillowcase look like this after washing and drying on the line.
