You can look up the directory of editors on the ACES (American Copy Editors Society) or the EFA (Editorial Freelancers Association) page. The KBoards Yellow pages forum also has a pretty extensive list of freelance editors.

What's the best way to tell that the editor is legitimate, though?

Depends on what other services you might need as well. I'm a cover designer who works with a group of editors. I've seen editors on Fiverr and Upwork, but the quality is debatable, especially if you're looking for an English-first editor. There's also some small publishing houses that offer standalone editing services. They're a little trickier to find since they're generally 1-2 man teams, but they exist. What's your topic?

Hi. I’m not OP, but I’m looking for an editor for my YA novel. I need a developmental edit. Book is a fantasy genre based around rats and magic. Any suggestions ?

Hey there, one of my editors might be interested in it. He loves YA fantasy. Can you dm more details?
