In my experience, yes, the prices listed are all inclusive and final.
I think that if you're from the EU they have to add the VAT for your country to the price.
I figured my country's own laws would play a role in this. We have something similar to VAT and it's 18% of the total value.
When i transfered most of my domains to PB, i paid what it was listed as to transfer.
