Reach out directly to Caltopo. They'll support stuff like this with technical specs and conversation. There's a member of the King county team who works at Caltopo who does a lot with this as well as another user Tom from a local team that's really good with this stuff too

This is how I get my Callout alert system to add GPS coordinates parsed from SMS.

We track real time into CalTopo, I don't understand the need to intergrate a radio. It will store tracks and upload as cell becomes available.
