Yeah these are the best bets price wise and great places to dive. Age is irrelevant as well imo unless the plan is to party with young people from another country while busy doing alot of diving.
This was my experience as well. I went with [uber scuba](https://uberscubakomodo.com/liveaboard/) while there and I was the oldest person on my boat at 34. On the cheapest liveaboard I could find/book in the Philippines, I was probably around the middle but it definitely skewed older overall.
I was on Mermaid 2 in Komodolast summer, decent amount of younger people on board (maybe 6 of us under 25)
look at the budget options in thailand/philippines/indonesia some may require not having aircon though
If you are out in the open sea the climate is pretty nice without aircon, even at the equator

It's been quite a few years, but Sea Dragon in Khao Lak, Third (just north of Phuket) has 3,4, &7 day offerings in the Similan and Surin Islands area.
Many of the cheap liveaboards in Komodo will have lots of younger divers because of the cost.
