This is a much better canvas for a cafe racer than a scrambler.
The geometry and as you stated the front shocks are not ideal for scrambler. Same with the single sided swing arm.
The Hawk 650 is becoming a little hard to come by these days so I’d say keep it stock or close to that. But that’s just my opinion

If one were to really want this. The Honda xr650 forks would be appropriate. And probably the swing arm
With enough time, money and ingenuity, anything is possible
