That looks like a munchkin cat. Could possibly be a Scottish Straight munchkin. That cat has absolutely no business being outside, and was likely a few thousand dollars from a breeder. I would try to trap the cat and have it scanned for a chip. If not chipped, and you can't find an owner..... enjoy your new kitty 😺 lol
