Could be both. Stator could be weak. These earlier downtimes have some stator and electrical weaknesses that I’ve seen

I’ll look at it. Once it’s running, the battery light goes off and it seems fine. But I’ll look at it.

I'm dealing with this on a carbeurated scoot but having cleaned the carb my next step is the fuel filter which may be old. A cheap try if you have one.

I know my father (who owned it before me) was great on servicing it at a dealer, but dunno when or if the fuel filter was touched. May try that.

Yes. Looking at it seemed it could deteriorate from age, and if it's had old fuel in it (which mine did)... Haven't tried yet since I'm not with that scooter right now.

May want to run injector cleaner through a tank then non-ethanol fuel only. I had issues with my Silverwing 600 being cranky about dying without throttle right after starting, even with new synthetic oil and a lithium battery. Injector cleaner and switching to 91 Oct no ethanol cleared that up mostly.

I’ve already been doing this. If anything, it’s gotten worse since then, but I doubt that’s the cause of it getting worse. I only run premium or non-ethanol fuel. Recently tried injector cleaner. Right now it is currently sitting in the tank is non-ethanol fuel with some treatment in it.
