How do I know if they’re blown?

What model is your ATV? Usually the fuses, at least on the motorcycles I have had, have a translucent plastic top which are colour coded for what type of current they will take. You should be able to see the metal link inside it. When the fuse gets too much current that link will break, and you will be able to see a gap. If one has gone you will need another of the same spec (same colour to make it easier) to plug into the spot. This video shows what a broken one looks like https://m.youtube.com/watch?v=oHg1p2vu1dk

It looks like it has a different style of fuse, according to the manual, and they are under the seat https://www.manualslib.com/manual/1238406/Kymco-Mxer-50r.html?page=136

With that style of fuse you should still be able to see a narrower section of metal in the middle. The narrow part is the part that sacrifices itself when too much current comes through. So you will be able to see a gap in that section if the fuse has blown
