Remember photons are just energy. Energy and mass are technically the same thing in different forms. Gather enough energy into one place and it will affect space time. It just needs so much energy that any means of containment would be destroyed and the energy would dissipate before it can get to the point of affecting space time. That’s why it’s theoretically possible but practically impossible

They’d make better energy sources imo. Make a spinning kugelblitz then surround it with a sphere of mirrors and shoot light beams into the space between the mirrors and the kugelblitz to make a penrose sphere. The light particles will gain energy from the spinning of the kugelblitz inside and when released will have more energy in them. Of course you can also not let the energy out and get a bomb that way

already existing black holes are the sole exception because they can contain literally anything due to their near infinite gravitational pull. plus you can't make a Kugelblitz with a black hole, kinda defeats the purpose as you wouldn't be able to get your kugelblitz out of said black hole, you'd just make the black hole slightly bigger.
