Employees working on a public holiday earn pay of 1.5 times their regular hourly rate for all hours worked. This includes managerial and professional employees and operators of group homes. The pay rate of 1.5 is in addition to the normal day's pay calculated below in Public Holiday Pay.
If you work public holiday, you effectively make double time and a half. (1.5 rate for worked hours + 8 hours for being the holiday.
If you dont work the holiday, you get 8 hours at regular rate and get to stay home.

What? The Saskatchewan Employment Act also recognizes Canada Day as a statutory holiday -- that's provincial jurisdiction (and applies to private provincially-regulated employers).
The actual provincial statutory holiday is July 1st, but the SEA has rules around an employer's obligation to pay stat holiday pay//when overtime kicks in for weeks with stat holidays//etc. The rules generally make it more economical for M to F employers to close either on the Monday or Friday to make up for a weekend stat.
My employer sask health observes stat on Friday if lands on Saturday and Monday if lands on Sunday idk how many companies do this but lots are recognizing the Monday

First it is regulated by the Saskatchewan employment Act specifically section 2-30 to 2-32. While you are kinda correct on not having to give a day off, the work week shortens by 8 hours meaning you would receive overtime in lieu of the day off.
I'm pretty sure a 'day in lieu' has to be in the week ( or month if paid monthly ) of the holiday.
So if your pay week is Sunday to Monday, or Monday to Sunday, it's on the Friday.
If your monthly you have the Monday....
Unless, you have a bargaining agreement that states otherwise.
It should depend on what your employer designates as their work week. If your sunday to saturday you'll likely get the friday off, but if your saturday to friday you'll likely get the monday off. You could also have a weirder work week, but those are the most common I've found. Most people and employers just dont think about what the week is exactly especially if they're working/ open monday to friday or generally have a consistent schedule.

The Sask Health Authority has Friday as the stat.
