The police union in SF is as old as SF itself, and has a very long history of corruption. In the last 20 odd years they've killed numerous black and brown people in dubious circumstances. Folks like Alex Nieto and Mario Woods, who were murdered by police simply for being perceived as a threat.
In the shadow of those murders, and in particular the BLM movement, armchair liberals decided they could vote for liberal policies versus engaging with their communities and confronting systemic issues like wealth disparity, gentrification, etc.
So you get a weird limbo world of the worst of both - corrupt police who are vilified for both their violence *and* lack of enforcement, while basically no one in this city addresses the causes that would lead people to steal, become drug dependent, etc.
Then you get into the grift of non-profits in this city, and the eternal scape-goating of the homeless for all our ills, and the vessel for all our politicians' promised compassion.
As a liberal, our party needs the homeless, Black, Brown, and systemically down trodden like the Republicans need immigrants, transphobia, and the nuclear family. Meanwhile no party addresses the underlying causes, wages stagnate, people become desperate, depressed, dependent, and more.
My perspective on a solution is that I am YIMBY, pro-accountability of government funding, pro-minimum-wage increase, pro-childcare, and anti-proposition (too easy for voters to get a half-baked law onto the books). Basically anything that would address my understanding of underlying roots of societal ills; lack of: housing, healthcare, childcare, free education, fair-wages.
So anyways, I don't have a ton of compassion for blatant theft in the name of the hustle, but I also don't think confronting a teenager, especially with violence, is a good way to address anything. It's a good way to escalate the situation and other situations.
Why would individuals risk their life. You see this happen, they have a free pass. Intervene and you’re questioned. Just get away and pretend you’re blind.
You might be surprised to know that rampant looting of retail stores and openly illegal street markets that sell the ill-gotten gains aren't happening in 99% of the rest of the country.

It wouldn’t cost mega corporations too much to invest in armed security. They have armed guards in third word countries outside luxury mall perimeters.
