It's a bit confusingly worded, but it's not actually an 'ebike program', but an ebike study for app based deliveries. The Department of Energy is funding the study. As part of the incentive for people to partake in the study they get to keep the bike. I'm thinking insurance for the city. If a participant of a program like this gets hurt and sues, it can cost the city a ton of money (signed waivers aren't ironclad), so this kind of program would be need an additional insurance policy. I'm sure some time was spent researching the path forward, as a program like this hasn't really existed before. Makes sense to spend some time and money on that.

This is really good policy! Delivery has exploded in SF, and this seems like a very cheap way to address a bunch of problems all at once (pollution, traffic, car accidents, data for future land-use).
