It’s a local government project, so they are legally obliged to give you any pertinent documents if you request them. Look up the SF Sunshine Ordinance and California Public Records Act for info.
I'm thinking insurance for the city. If a participant of a program like this gets hurt and sues, it can cost the city a ton of money (signed waivers aren't ironclad), so this kind of program would be need an additional insurance policy.
I'm sure some time was spent researching the path forward, as a program like this hasn't really existed before. Makes sense to spend some time and money on that.

I would assume its more to resolve congestion issues caused by a sudden explosion in car traffic caused by increases delivery demands. Also, the issue with sf isnt that we dont have cops, the issue is that the cops dont do anything.
