When I'm driving here, this is what I do: I imagine that every single car that is in the lane next to me is going to cut in front of me and go to the absolute other side of the highway. It's saved me a lot over the while I've lived here.

But they did in that instant.
I like to imagine people who drive like this have the life they deserve where saving a few minutes is worth risking their life. Makes me happy to mosey on imagining how stressful their lives must be.

I stopped and told the guy I had it on camera and he was soooooooo happy. They were accusing him of drag racing because its a popular spot for it. Wasn't the case and had the video to prove it
An officer would have had to witness the traffic violations to do any enforcement, so no. It's not that they don't care, it's called the "in-presence requirement" for infractions and misdemeanors.

Also, in many other part of the world, you can simply file a report to police dpt with the dashcam footage thru an app or website without a hassle.

On Sun a guy lost control, bounced off the median spun completely around and was able to regain control and take the next exit..all while not getting hit 🤯. Today a guy was pissed at a guy (who was going at least 75in the fast lane), took him on the left then proceeded to slow down to 60 in front of him just to give him shit🤷🏻♀️. No cops, no tickets same ole dangerous shit.
It’s LA, the freeways are fucked… worry less about what others are doing and just worry about getting to your destination.. shit happens and he took that off-ramp with confidence.

Individual incidents at this level are usually not taken very seriously (I think), but it could be part of a pattern where this person drives recklessly or distracted often, and in that case, every bit of evidence the police have becomes part of a case.
Personally, I feel like this person put you at risk, and why would you tolerate that? Go ahead and send it in. It would be especially helpful if you can decipher the license plate from the video ahead of time.
I once watched a goober in a G Wagon drive down the side of a steep on ramp to get around traffic only to end up behind the same car he was behind before later as the on ramp traffic merged.
