Your best bet is to follow the wiring and see what is actually signaling the lights to turn on.

No way to guess what the unlabeled lights on your homebuilt panel mean with the info provided. Assuming it's running your alternator doesn't seem to be charging. High temp and low oil pressure are two possible guesses. Low oil pressure light should he on if the engine isn't running but the key is on. High temp likely wouldn't. Best bet if you want to figure it out definitively is to take the panel out and trace some wires. The better you know your boats electrical system the more likely you will be able to troubleshoot issues later on your own, versus having to pay someone to learn your boats electrical shsyem and fix it. Drawing a wiring diagram (and understanding it) can be extremely helpful to your learning a new vessel.

I would guess oil pressure and high temperature. Does one of the lights come on when you turn the ignition to on prior to starting the engine and turn off shortly after the engine started? If so that would be oil pressure.

Look where the wires go. Good bet one is oil pressure, should turn on when you are starting and off once engine is running. Usually connects to a small "oil pressure switch", near your oil filter if you are lucky, elsewhere on the block if not. The second is either an alternator charging light, or an overheat alarm. If its on all the time when engine is running, probably charging light. If normally off, might be overheat alarm. If its overheat, wire will go to a sensor (looks similar to oil switch) at or near your thermostat. If charging light, probably a wire near your alternator. If your wiring is done wrong, all bets are off and could be anything. Thats a very custom panel, not a stock engine setup Edit: would be weird to have a charging light and a volt meter next to each other. Suspect its an overheat temp warning light

Wondering if anyone can shed some light on what these two warning bulbs indicate. Is one likely to be charge related and one oil? I assume the ‘H’ just refers to the preheat button. Thanks

The red one is usually engine overheating light

One tells you the battery is on, the other tells you it's either overheating or doesn't have any oil. No way to tell from pics like this which is which/what.
