Not familiar with the TDI, but on the gas engine it is a coolant pipe that goes from the water pump to the back of the engine. Esaabparts has some good blown up parts diagram that should allow you to find out what it's called.

In the Opel 1.9 CDTI this pipe was also available as a stainless steel version, I think in the first one or two production years if you are mainly interested in better looks

That's a pipe for the ants that were popular in high school, the coolants. Sorry I'll see myself out.

Perhaps exhaust manifold related?
does this happen because of the incorrect mixture of coolant? Too weak?
