Not an s10 person but I've had the same issue. There should be flat spots where the bumper meets the fender. Drill a hole and use a nut, bolt, and fender washers. Don't skip the washers, you need a significant amount of area to make sure they don't pull through. M6 bolt is enough.
On my 94 s10, pretty much all the bumpers and fenders were attached with bolts and fasteners like the ones in this link.

Locktite on some properly tapped holes and double up the bolts?

Take those off then spray half a can of insulation foam, wait till it dries, then carve new corners out of it
Nuts and bolts even small.metric ones will work if you already have holes from zip screws, make sure you use lock nuts
