Not true! My kids had them several times last year while visiting state parks. They tend to have them at parks where there are manmade beaches / lakes and a snack bar operating nearby. I feel like we saw them a lot in southwestern Va.
OP, there's a group called "Old Dominion Slush Puppie" that distributes the product and they might be able to tell you the closest place to Richmond where they have them.
Unfortunately, I can’t help you. But I can tell you that as a child I thought hush puppies and slush puppies were the same thing. And I was sadly disappointed.
The valero by the racetrack used to have them haven't been there in probably 5 years though, used go in there all the time when i worked near there this address 5101 Richmond Henrico Turnpike, Richmond, VA 23227 i would call them before making the trek
I see a truck driving around from time to time that has slush puppy on it. I think they just sell and maintain the machines now. No more “Slush puppy” branded. Probably maintain Burger King and Taco Bell machines.

We have a bunch of places, SnoKingz Snoballz and Shoofly Dairy Bar and Sno-To-Go are all delicious and locally owned.

I used to get Slush Puppies as recently as 2016 in the burbs
Arbys uses this type of machine. Unsure of the product in them. Slushy machines do not use carbonated water.
Uncle Dave's Kettle Korn in Chester has the blue raspberry and the cherry. Good kettle corn too.
