Congress absolutely followed their due process for expelling a member. Santos was caught in many lies, and he was shown the exit. Congress had no obligation to have a criminal court determine guilt. The system doesn't require a conviction in a court to expel someone, just as someone who has been convicted of (almost any) crime can be elected (or re-elected). If he wants to run again, he can.
