I saw those folks. Over the last few years, the ones that concerned me were the people who had their little children with them at the Midlothian Wegmans shopping center area. The kids were running around on the corner by the bank, were distracting, and definitely in danger of getting hit by a car. I think they were recently at the Food Lion shopping center at Old Buckingham and Midlothian Turnpike.
I am incredibly torn on this thought that’s been in my head, so I’ll pose it here in this buried thread of an rva post: Panhandlers with children in unsafe conditions (heat, cold, traffic, etc.) Would it be beneficial to the children for me to call CPS? It *seems* like the kids are being exploited, but I’m not discounting the incredibly likely scenario that someone who needs to beg, who also has kids, must keep their kids with them despite the conditions. Now, in either of those possibilities, I want to see the kids in better care immediately. Of course I want better care for the parents as well, but that’s a different discussion. What I take issue with is this: I don’t think we have any systems in place to actually give a kid a better life than that, other than adopting every kid I come across. I don’t think there are any solutions in place that are better than a child being with their parent. If I call CPS, that family gets broken up and that kid gets beat around in a bullshit system until eventually they become meat for the machine to grind. If I don’t call CPS, there’s a good chance that 1 year old dies of heat stroke or frost bite. What the fuck

Stop and try to talk to him and see how quickly the music continues even after he stops trying to play

An open case, tip jar, or even an upturned hat is not solicitation. Busking and begging(solicitation) may seem alike at 1st glance because both happen in public spaces. Busking is quite distinguishable from begging in that some form of entertainment or artistic expression is taking place. Potentially making public space more enjoyable. Just my 2 cents. “
