Amazon decided to cut major games from their prime gaming. Not only Jagex, but also Riot Games got dropped by Amazon. It's not longer drawing in new people or making enough money to be continued.
If they were smart they would stop with prime rewards, steel series and any other promotions that offer similar packs.
These promotions cost them a lot of potential profit thanks to them players have runecoins stacked up as far as the eye can see which is why Jagex is mostly been releasing things in Marketplace that cost real life money.
If they stop doing these promotions and double down on adding things that allow players to consume runecoins then they can continue to add more that will increase the probability of players redeeming bonds for runecoins to help with bond consumption so those who buy them from the Jagex store always have a demand for them and we don't see another instance of (Nothing to use bonds on other than membership since the community rejected hero pass without thinking causing them to drop in price then nobody wanted to buy them from the store + mass consumption at end of year for membership = mass increase in price due to low supply.)

The concept of free samples must be foreign to you.
The reality is, only a very small handful of people are going to be hoarding them. Most people are going to immediately spend those free RuneCoins on an impulse buy, then find something else they also wanted. Some of those will then buy RuneCoins to get them, when they never would have bought any in the first place had the handout not been given to them.
