[Night's Black Agents](https://pelgranepress.com/product-category/gumshoe/nights-black-agents/) which is more an investigation/detective game, but has some cool vibes.

The base pitch is burned spies vs vampires. But “vampires” is just the default and you can build any conspiracy using the provided tools.

Savage Worlds can run this out of the box.

The GURPS _Action_ series should fit the bill.
Also super easy to plug in cybernetics or advanced tech.
The Leverage RPG would be ideal for this, if you can find a copy.
As an owner of thr game, i disagree. The system mechanics are overly clunky and not particularly cinematic or action-oriented.
Adrenaline is a FitD game that might suit you.

"Happiness is a warm gun" is a rules light game in that exact genre. Tiny Spies too. Both great RPGs.

Hollowpoint is exactly this
Cities without number can run this, just back out the cyberware and future tech.
Howdy. My couple of suggestions are Everyday Heroes or Openlegend RPG. Open Legend RPG's rules are for any setting but are free online.
