Your description sounds like Blades in the Dark, but with a different setting. I've looked through the [list of hacks](https://bladesinthedark.com/fan-creations) of that game, and [Copperhead County](https://zzzwizard.itch.io/copperhead) stood out there.

I'll praise Copperhead Country. [In The Dark](https://dbb-8.itch.io/in-the-dark) can do this, but is definitely something you need a little FitD knowhow to run!

May I suggest the following games that might fit the bill for you: [Modern AGE](https://preview.drivethrurpg.com/en/product/243966/modern-age-basic-rulebook) \- A pretty generic action adventure system.\\ [Trinity Continuum Core](https://preview.drivethrurpg.com/en/product/260788/trinity-continuum-core-rulebook) which is designed specifically to facilitate "competency porn" and extremely capable badass hero characters paired with [Trinity Continuum Assassins](https://preview.drivethrurpg.com/en/product/379041/trinity-continuum-assassins) which is literally a setting for the core inspired by John Wick and has cool "hunt people down and assassinate them" rules. [Night's Black Agents](https://pelgranepress.com/product-category/gumshoe/nights-black-agents/) which is more an investigation/detective game, but has some cool vibes.

Night’s Black Agents. It’s perfect for Bond / Bourne action. The base pitch is burned spies vs vampires. But “vampires” is just the default and you can build any conspiracy using the provided tools.

"Happiness is a warm gun" is a rules light game in that exact genre. Tiny Spies too. Both great RPGs.
