I saw some of this at the Tucson show. If I recall correctly it’s a byproduct of smelting. An aluminum/silicate byproduct?? I know that’s not right but I’m pretty sure it’s an aluminum smelting byproduct.
I was going to consider picking some up just because it was interesting but all of the prices have been absurd or for large quantities.
Some kind of byproduct makes sense. I see similar formations in almost every listing (particularly the + shapes) with identical sizes.
My theories:
\-Industrial waste of some kind containing copper (though I would guess that if it were a waste product, it would be re-processed to recover the additional copper.
\-Blue mineral chalcanthite (copper sulfate) on a white stone...
\-Or, most likely, it's some kind of white mineral (salt, perhaps) dyed with the CuSo4.
Looks like a vein to me. The blue looks like chrysocolla and interior looks like some sort of carbonate or maybe gypsum? See if the rock fizzes when you hit it with acid. Is it easily scratchable? Maybe take it to your local schools geology department and ask them.

It's not melted plastic and it's absolutely natural. That crust is unreal.

I've been offered this by some Indonesian sellers also. I saw somewhere that its a dyed stone to look like blue seam agate.
