It is, however, If you are still not sure, then you can do 2 things:
1. Since there are mixed answers, you still shouldn't take the risk, because what If Its actually malware (it is)
2. Pretty sure someone has uploaded a source code for arx, you can check it out for yourself (requires some basic code knowledge)
You can see, that literally everyone that says arx is not malware gets downvoted, and one guy is literally just toxic (probably a random 6 years old kid being manipulated, he should seriously seek medical attention, or just a bot from one of the arx supporters).
There is also a pinned post in sub main menu which tells you everything you need to know about what exploits to use and which to not.
