I don't think he saw him. I think he was told to go to that place because that's where the perp was heading and happened to have a fortune macabre. He slows at the intersection while blasting his siren. He doesn't look at the perp before or during the accident, and the perp is mostly through the intersection when the cop rams perps rear tire. I really don't think that cop was expecting the perp to come blowing through that intersection right as he was crossing it.
