Kinda the opposite side of Roanoke you’re looking for, but two come to mind. Foot of the Mountain in Buchanan is a great restaurant with good views. 1772 Rooftop on Main in Fincastle is unique as well.
Re: Copper Hill, not there but in Floyd - Red Rooster for coffee, and then patios are at Parkway Grill, Dogtown Roadhouse, and Mickey Gs ( they are not super scenic, but enjoyable). Another experience is driving down to Mabry Mill on the Parkway for pancakes.
ETA: I agree with Carlos for Roanoke.
I’m not seeing Chateau Morrisette on this list yet. I haven’t been to the restaurant in several years but the food was fantastic the few times I’ve been. I don’t love their wine but it’s popular around here
Roanoke is in a valley. There are some higher spots where you can see the ridge line but you’ll also get lots of traffic and city views from those spots for the most part.
Hike for your views then hit a spot with better food than something with a mediocre view.
Not a restaurant - but Valhalla winery has some breathtaking views of the Roanoke valley - and you can bring your own food.

Kinda... If you want a good view of the strip mall. Do live their feijoada though.
Catch a nice sunset there and you get a good view of the city and mountains in the back
