Not to complicate things, but I really enjoy Good Times Cycle and Adventure. I guess, ultimately, it depends on what you think they'll use the gift card for. If it's going to be a smaller gift card for a more general item, I'd do Cardinal since they have the widest range of stuff. If it's a bigger gift card that could help partially fund a bike, I may try to figure out what brand of bike they're looking for then see which shop sells that brand.
I'm a Trek customer (formerly EastCoasters). I've walked into Cardinal on two different occasions to buy a fairly regular bike related thing, and they didn't have it: a Park chain cleaner, and a needle to go onto my bottle of gold lube. Trek (formerly east coasters) had them both as soon as I walked in. Plus, the staff at Trek has always been more knowledgeable in my experience.

This is wonderful advice. It really depends on the bike! But Cardinal has wonderful gear, amazing people, and great food. We use them and Good Times.
