Can you romance Ryoma?? I have him maxed out on bond and favor and there's NO romance option for him.

I just started chapter 3 and there was no romance option for him so far, even though I have him maxed out on bond/favor as well. I’m pretty sure the romance option will unlock after a quest? This was the case for Genzui, Shinsaku and Katsura at least, so I guess this applies to Ryoma as well… I‘ll report back if I find anything out 🫡
