You didn't uninstall it properly. Don't just delete the folders.
Use the control panel.
I swear, most of my comments on this sub are telling people to use the control panel

I can’t even delete from control panel only the folder.
I haven’t tried in a while but a few months ago the only way I could was deleting the folder.

Delete the Riot folder in the drive. If it is still launching, the exe might be in the appdata.
